Preload helps establish suitable sag with that load. It does not turn the spring into a different spring: correct spring suitability still matters. This is why your rider weight and touring load are useful information before purchase.

Rebound controls the return after compression. Compression adjustment, where fitted, controls damping during the inward movement. They deal with different parts of the same event.
